These criteria represent the test for Equivalent Facilitation under section 1194.5.

(a) Telecommunications products or systems which provide a function allowing voice communication and which do not themselves provide a TTY functionality shall provide a standard non-acoustic connection point for TTYs. Microphones shall be capable of being turned on and off to allow the user to intermix speech with TTY use.

Advanced Unified Messaging offers text-to-speech (TTS) functionality for the deaf. TTS events (such as hearing an e-mail using TTS from a cell phone) are synchronized back to the e-mail server so all actions (forward/delete/reply) taken remotely are reflected in the user’s e-mail account. Additionally, Advanced Unified Messaging subscribers who listen to emails via telephone user interface (TUI) can elect to send a voice reply direct from the TUI back to the originator of the e-mail.
(b) Telecommunications products which include voice communication functionality shall support all commonly used cross-manufacturer non-proprietary standard TTY signal protocols.

(c) Voice mail, auto-attendant, and interactive voice response telecommunications systems shall be usable by TTY users with their TTYs.

Messaging Server uses a powerful engine to perform TTS conversion using Scansoft™ award-winning RealSpeak™. The flexible TTS engine plays the names users have assigned to their folders and also plays emails over the telephone.
(d) Voice mail, messaging, auto-attendant, and interactive voice response telecommunications systems that require a response from a user within a time interval, shall give an alert when the time interval is about to run out, and shall provide sufficient time for the user to indicate more time is required.

The control buttons in the Messaging Server do not change meaning after a time-out period. The system administrator can adjust the number of retries before the server prompts the user to make an entry or be disconnected.
(e) Where provided, caller identification and similar telecommunications functions shall also be available for users of TTYs, and for users who cannot see displays.

The Messaging Server announces and shows the caller ID for all voice mail if caller identification information is available.
(f) For transmitted voice signals, telecommunications products shall provide a gain adjustable up to a minimum of 20 dB. For incremental volume control, at least one intermediate step of 12 dB of gain shall be provided.

All message types (voice, e-mail and fax) can be accessed, viewed and managed from a single, unified e-mail inbox or Web interface. Voice files are stored as industry-standard WAV format. Though the Messaging Server does not currently support speech-to-text, if the WAV format is supported by an assistive technology, it may be possible to convert voice files to text. The Messaging Server does, however, provide a Web-based interface to allow deaf users to visually manage mailbox functions and settings.
(d) Where audio information is important for the use of a product, at least one mode of operation and information retrieval shall be provided in an enhanced auditory fashion, or support for assistive hearing devices shall be provided.
